Immediate Supervisor: The Local Committee and State Director
The local director is ultimately a developer of volunteers and other leaders and is the face of the local chapter.
I. Position Overview
The Local Director is responsible for fulfilling the purpose of Child Evangelism Fellowship® (CEF®) by executing and accomplishing the vision of the Florida state board and USA Ministries and overseeing all aspects of the CEF Emerald Coast chapter. Working closely with the Local Committee and State Director, this role focuses on sharing the Gospel with children through programs such as Good News Club®, Christian Youth in Action® (CYIA®), Junior Youth Challenge (JYC), and 5-Day Club®. The ideal candidate is highly organized, a strong communicator, and passionate about mobilizing individuals, churches, and community partners for children’s ministry.

Qualifications

A born-again believer with a clear calling to child evangelism and an active member of a local church.

Deep love for Jesus Christ with a strong prayer life.

Strong knowledge of Scripture and ability to communicate God’s Word effectively.

Possess leadership qualities as found in I Timothy 3 and Titus 1.

Must demonstrate interpersonal, organizational, communication and motivational skills.

Self-starter—must have the ability to take the initiative on tasks, maintain a positive, professional attitude as a team player, and promote unity.

Have skills to identify other leaders, organize groups, cast vision and evaluate the ministry programs.

Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook), publishing software (Canva, Publisher, etc.), and social media.

A lifelong learner, visionary, and strategist with a passion for people and biblical leadership, dedicated to building teams that effectively evangelize, disciple, and establish children into a local church.

Agreement with and willingness to abide by CEF’s purpose and policies.

2. Key Responsibilities
A. Ministry Development – The local director must:
1) Uphold prayer as the foundation of all aspects of the ministry.
2) Aggressively pursue church partnerships which will fulfill the purpose of CEF: evangelize, disciple and establish the next generation to God and His church.
3) Visit and observe church-partnered club ministries routinely to ensure excellence in ministry implementation, providing prayer support, encouragement, coaching, and oversight to each volunteer team.
4) Be involved in a minimum level of direct ministry with children to maintain an understanding of today’s child and to adequately evaluate the effectiveness of CEF programs.
5) Develop and grow a CYIA program for students (grades 9–college), including oversight of summer outreach events like 5-Day Clubs.
6) Develop and grow a JYC program for students (grades 6–8).
7) Establish, develop, and improve ministry effectiveness throughout the entire chapter.
B. Leadership & Training– the local director will:
1) Assist in developing and implementing the Chapter’s vision and strategic plans.
2) Model servant leadership and Christ-like character.
3) Demonstrate strong decision-making and conflict-resolution skills.
4) Meet regularly with and lead ministry staff and team members to provide encouragement, counsel, and direction.
5) Assist ministry staff and team members in developing and evaluating their ministry goals.
6) Encourage the local committee to take advantage of committee training opportunities.
7) Work with the local committee in raising sufficient funds for the ministry.
8) Annually assess all ministry staff.
9) Oversee and constantly evaluate the chapter training programs.
C. Administrative Duties – the local director will:
1) Ensure that all CEF policies and procedures are followed, and proper governance is maintained.
2) Keep accurate and complete records.
3) Manage Chapter communications, including newsletters and social media.
4) Coordinate team member applications, interviews, background checks, Child Protection Policy and other team member requirements.
5) Facilitate communication between schools, partnering churches, team members and donors to build relationships and support ministry activities.
6) Communicate accurately about the chapter condition to the state director and local committee.
7) Provide regular updates on ministry status, concerns, and potential problems, keeping excellent documentation on all ministry-related matters.
8) Attend all state-office-sponsored meetings as requested by the state director or board.
